Ryan White CARE Act Funding This is the source of the majority of public funds that go to state and local governments to deal with HIV/AIDS needs. The Act has been funding AIDS programs for over 12 years and contains four Titles plus some additional programs.
Title I is for cities (called emergency metropolitan areas (EMAs) in the Act), that have been hard hit by the HIV/AIDS epidemic. Florida has six qualifying EMAs: Fort Lauderdale, Jacksonville, Miami, Orlando, Tampa-Saint Petersburg, and West Palm Beach. Each EMA must establish an HIV Health Services Planning Council to determine how government grants will be spent.
Title II is for states. The federal government makes a grant to each state every year. Title II money can be spent on a wide array of services and is also used to fund the AIDS Drug Assistance Program (ADAP) that is used to help people who otherwise would not be able to afford AIDS medications.
Title III money is awarded to organizations for three broad purposes and programs: the capacity building grants program; the planning grants program; and a program to provide early intervention services.
Title IV awards money for projects specifically designed to meet the needs of women, infants, children, youth, and their families. Also, several additional programs have been added to the Ryan White Act, including a category called Special Projects of National Significance and a program to increase access to dental care for people living with HIV.
The web site for the Ryan White CARE Act contains much more information about this very important source of funding for HIV/AIDS services and programs. It also offers information about available grants and application processes and forms.
